Make progression an explicit decision.

The specification moves through initiation, design review, a contract and staged development gates. Each stage makes a different decision visible instead of treating code completion as product readiness.

A gate represents a decision with its own evidence requirements; a completed implementation alone is not release approval.

How does this support agent-driven development?

An agent can work more effectively when intent, constraints and acceptance criteria are explicit. Harness provides that development context. Automated implementation still needs observable outcomes and review: software release gates and a building’s commissioning state remain distinct lifecycles.
